BLS Call for Paper Banking and Finance Division in Collaboration with Assegaf Hamzah & Partners and AYMP Atelier of Law with the theme:

“Navigating National Currency Digitalization: Strengthening Legal Certainty and Financial System Resilience in the Era of Digital Rupiah”

The rapid pace of financial digitalization, marked by declining cash transaction reports and surging digital payment volumes, has driven Indonesia toward the development of a Central Bank Digital Currency (CBDC) known as Digital Rupiah, initiated by Bank Indonesia through the Garuda Project in 2022. The growing use of private digital currencies, such as crypto assets, poses risks to monetary stability by weakening monetary policy transmission and giving rise to shadow currency phenomena, underscoring the urgency of a sovereign digital currency. While Article 14A of Law No. 4 of 2023 on the Development and Strengthening of the Financial Sector (UU PPSK) has granted legal legitimacy to Digital Rupiah as part of the official currency, significant regulatory gaps remain in the technical mechanisms of issuance, circulation, and control, posing risks to banking intermediation and payment system stability. The importance of a comprehensive legal framework is emphasized to ensure the safe and effective implementation of CBDC, safeguard national economic sovereignty against the dominance of private and foreign digital assets, and expand financial inclusion for Indonesia's unbanked population.
